The Twelfth Shadow Report of Coalition 27 on Serbia’s progress in Chapter 27 – Environment and Climate Change covers the period from the beginning of May 2024 to the end of May 2025. The new report by Coalition 27, titled “System Error,” points to fundamental problems and procedural shortcomings in the implementation of reforms and the alignment of domestic regulations with European Union legislation. Special emphasis is placed on the slowing down of the European integration reform process and the lack of responsible and democratic governance in the field of environmental protection.

The eleventh Shadow Report of Coalition 27 on Serbia’s progress in Chapter 27 – Environment and Climate Change covers the period from the beginning of May 2023 to the end of April 2024. This year’s report is entitled “Years Go By, We Stand Still” because it also assesses the progress made in this area during the previous decade. This year, a more systematic review of environmental protection financing was made. These findings are summarized in the chapter “Environmental Protection Investments 2014−2023: You Get What You Pay For”.

This year’s report is entitled “Years Go By, We Stand Still” because it also assesses the progress made in this area during the previous decade. January 2021 – March 2022.
The report follows the progress of the Republic of Serbia in EU integrations in the areas of Chapter 27, Environment and Climate Change. The ninth report deals with the problem of approaching European standards – Serbia is not stagnating, but slowly moving away from European goals, as if it is taking a step backwards.
March 2020 – February 2021.
The report follows the progress of the Republic of Serbia in EU integrations in the areas of Chapter 27, Environment and Climate Change. Its focus will be on the lack of participation of citizens, civil society, and numerous interest groups in the environmental decision-making processes.
March 2019 – February 2020.
The report monitors the progress of reforms in the field of environmental protection, envisaged by the Chapter 27 in the process of accession of the Republic of Serbia to the European Union. The report emphasizes the lack of transparency in reporting on the state of the environment, as well as the decision-making process in this area.
March 2018 – February 2019.
The report is the 6th annual report that tackles important developments in the area of environmental protection and climate change in detail. This Coalition 27 reports primarily addresses the topics related to Chapter 27 discussed at the EU accession negotiations between March 2018 and February 2019 and as such it follows the annual report publication of the European Commission.
November 2016 – February 2018.
The report deals with the key events in the areas of environment and climate change (Chapter 27 in the EU accession negotiations) in the Republic of Serbia in the period from November 2017 to February 2018. The report assesses those events and makes recommendations for strengthening the process of transposition and implementation of the EU legislation covered by this chapter.

The report addresses the main developments in the field of Environment and Climate Change (Chapter 27 of the European Union acquis) in the Republic of Serbia during the period September 2015 to October 2016. The report assesses these developments and offers recommendations for strengthening the process of transposing and implementing EU legislation covered by Chapter 27 in the Republic of Serbia.

The report outlines key developments in environmental and climate policy in Serbia, analyzes the challenges and makes recommendations on how to make progress. On this occasion, we also expressed our readiness to actively participate in the negotiation process and offer our expertise and capacities to ensure the best possible results, which will benefit all citizens of Serbia.

This report represents a joint contribution of civil society organisations to the public and policy debate on environmental protection and climate change in Serbia, in the context of the country’s EU accession process. It provides an overview of key developments, challenges, and shortcomings in the environmental sector during the previous year, with the aim of informing and contributing to the European Commission’s 2014 EU Progress Report on Serbia.
This publication is the result of a joint effort by civil society organisations gathered within Coalition 27, a platform that brings together organisations actively engaged in monitoring and contributing to Serbia’s alignment with EU environmental and climate change legislation.
The report was prepared by members of Coalition 27, including Belgrade Open School, CEKOR – Centre for Ecology and Sustainable Development, Climate Action Network Europe, Environment Improvement Centre, GM Optimist, Heinrich Böll Foundation Southeastern Europe, NGO Fractal, Young Researchers of Serbia, and WWF Serbia.
