Following proposal of the Office for Cooperation with Civil Society, the Government of the Republic of Serbia adopted Guidelines for Inclusion of Civil Society Organizations in working groups for drafting public policy documents and regulations („Sl. glasnik RS“, No. 8/20). Due to the Covid-19 state of emergency, this extremely important document, adopted at the session held on 30 January 2020, hasn’t been adequately promoted in the media.
The purpose of the Guidelines is to regulate and encourage the involvement of stakeholders and target groups (primarily civil society organizations) in working groups formed by state institutions. This should ensure their participation from the earliest phases of the decision-making process.
At the same time, these guidelines seek to regulate the work of state institutions in the way that further improves the involvement of civil society in drafting regulations and public policy documents.
We believe that the implementation of the Guidelines and the involvement of civil society representatives with appropriate experience and expertise will ensure better preparation and implementation of regulations and public policy documents.
